War at Sea
A naval conference held in Whitehall decides that the Royal Navy will not seek out a battle with the German High Seas Fleet. Three main reasons are given for this change of policy – a shortage of destroyers caused by the anti-Submarine campaign, concerns over the quality of British shells, and the perceived strength of the German battlecruiser fleet.
