Sam Hughes on HMS Tartar
Here we see the Canadian Minister of Militia and Defence Sam Hughes on the Tribal class destroyer HMS Tartar at some point in 1916. Hughes is the figure on the right, looking towards the camera. He is most famous for his support of the Ross Rifle, which proved to be entirely unsuited to the conditions on the Western Front, and by causing chaos in 1914 by deciding not to use the existing Militia system as the basis for the Canadian Expeditionary Force that was sent to Europe.
