Here we see the Chitose class aircraft carrier Chiyoda in her original configuration as a seaplane tender (or carrier). At this point she had the front half of a cruiser, and the rear half of an aircraft handling ship, with cranes to allow the seaplanes to be raised or lowered to the sea. By the time this picture was published in a US Recognition guide of October 1943, work was already well underway on converting her into a through deck aircraft carrier.
