Here we see the Clemson class destroyer USS Tracy (DD-214) at Olongapo in Subic Bay, a major US naval base in the Philippines, inherited from the Spanish. This picture dates to the 1920s and is clearly a peacetime picture, with the sun screens over the destroyer's decks.
