Here we see the O'Brien class destroyer USS McDougal (DD-54) in the summer of 1914, with the Assistant Secretary of the Navy, Franklin D. Roosevelt, on board. The McDougal was commissioned on 16 June 1914, and this picture probably dates to about that period.
